Reshuffle in Delhi Police: Anil Shukla to head Special Cell; 8 other divisions get new chiefs

IPS officer Anil Shukla has been appointed the new chief of the Delhi Police Special Cell, according to a transfer order issued by the Delhi Government’s Home Department on Friday.

The 1996-batch officer was holding the charge of the Special Commissioner of Police, Intelligence, Perception, and Management, in Delhi. He had earlier been posted in the National Investigation Agency (NIA) and had also served as the Director General of Police (DGP) in Mizoram.

The ranks of four Special Commissioners – in the Human Resource Division (HRD), Security, Special Cell, and Licensing and Legal Division (LLD) – had been lying vacant since August this year. Among them, the Special Cell, the elite anti-terror unit, had not seen the appointment of a full-time Special Commissioner for over two months. The other three divisions had been awaiting appointments for one and a half months.

The Delhi Police, in its latest transfer order, also appointed senior-most 1993-batch Indian Police Service (IPS) officer Robin Hibu as the Special Commissioner for the Human Resource Division.

Ajay Chaudhary and Manish Kumar, 1996-batch IPS officers, have been given charge of the Vigilance and Intelligence divisions, respectively.

Neeraj Thakur, an IPS officer of the 1994 batch, will hold the charge of Special Commissioner in the Traffic division. With this order, the Delhi Police has merged its traffic divisions. In 2021, it was divided into two zones.

Thakur’s batchmate Rajesh Khurana has been appointed as the Special Commissioner of Provisioning and Finance. David Lalrinsaga, (1995 batch) has been appointed as the Special Commissioner of PCR and the Special Police Unit for the North-Eastern Region (SPUNER).

Atul Katiyar (1997 batch), who is the Special Commissioner of the Welfare Division, has been given additional charge of the Licencing and Legal Division. K Jegadesan (1998 batch) has been appointed as the Special Commissioner of the Protective Security Division.
