The NIA has booked designated ‘individual terrorist’ Gurpatwant Singh Pannun under the UAPA for announcing a reward of Rs 11 crore to stop Prime Minister Narendra Modi from unfurling the Tricolour this Independence Day.

Pannun is the founder of the banned outfit, Sikhs for Justice (SFJ). This is the seventh FIR registered by the NIA against him. Pannun made this offer from Washington DC in a virtual “press meet” organised at the Lahore Press Club, Pakistan, on August 10.

The FIR was registered on August 19 on the instruction of the Union Home Ministry. “Based on credible information and video retrieved from @SFJ_US_Official channel of X formerly known as Twitter, on 10th August 2025, Gurpatwant Singh Pannun, General Counsel of the Unlawful Association, Sikh for Justice (SFJ), has declared reward to prevent Prime Minister of India from hoisting tricolor at Red Fort New Delhi on 15th August, 2025,” the FIR said.

“He has unveiled a map of new Khalistan which includes Punjab, Delhi, Himachal Pradesh and Uttar Pradesh. He has declared that SFJ has formed a Shaheed Jatha to fight against India. By doing so he has indulged in activities for disrupting sovereignty, territorial integrity and security of India and spreading disaffection among Sikhs against India,” the FIR alleged.

The MHA had banned SFJ on July 10, 2019, under the UAPA. Pannu was designated an ‘individual terrorist’ on July 1, 2020.
