The Ministry of Defence has moved a step closer to finalising the Indian Air Force’s Medium Transport Aircraft (MTA) programme, completing technical evaluations of proposals submitted by three foreign vendors. The exercise comes against the backdrop of an AN-32 crash that claimed five lives, a stark reminder of the urgency to replace the ageing Soviet-origin fleet. The programme is designed to bridge a critical capability gap in India’s tactical airlift spectrum, with procurement structured to combine imports and indigenous manufacturing.Officials indicate that a formal Request for Proposal (RFP) will soon be issued to shortlisted vendors. This will seek commercial bids, technology transfer details, and pave the way for field trials, cost negotiations and eventual contract signing. The framework envisages 12 aircraft being imported in flyaway condition, while 68 will be built in India through joint ventures with domestic partners. The emphasis on local production underscores the government’s push for self-reliance in defence manufacturing, with indigenous content expected to progressively exceed 50 per cent. This will cover structural components, wiring harnesses, avionics racks and software integration, while an open-architecture platform is being sought to enable seamless integration of indigenous mission systems in future.
Three global manufacturers are in contention. Airbus has pitched its A400M, leveraging its existing partnership with Tata for the C-295 programme. Lockheed Martin, already supplying the C-130J to the IAF and operating a facility with Tata, has submitted its bid. Brazil’s Embraer has proposed the C-390 Millennium, partnering with Mahindra Defence Systems. Each of these three aircraft reflects distinct operational priorities and the choice will hinge on a balance of capability, cost, industrial partnership as well as lifecycle support.The IAF’s requirements are shaped by operational lessons from high-altitude deployments along the northern border in 2020. The MTA must carry payloads between 18 and 30 tonnes, bridging the gap between lighter tactical airlifters such as the C-295, which has the capability to airlift 9 tonnes of cargo and heavy-lift platforms like the C-17, which can lift 77 tonnes. The aircraft should be able to lift the indigenous developed 26-tonne Zorawar light tank and artillery systems like the M777 howitzer. An important requirement of the air force is that the short, unprepared airstrips and Advanced Landing Grounds (ALGs) sprinkled around the nation’s frontier, especially in Ladakh and Arunachal Pradesh. These ALGs do not have the facilities available at larger airbases.Of the three aircraft in the fray, the Airbus A400M offers unmatched heavy-lift capability with a payload of up to 37 tonnes and the ability to transport outsized loads such as helicopters and armoured vehicles. Its long range and proven ability to operate from semi-prepared runways makes it a versatile aircraft. The aircraft’s ability to carry three fourth as much payload as the Il-76, would give the IAF an impressive transport capability. Although its higher acquisition and lifecycle costs are said to be a drawback.The Lockheed Martin C-130J, by contrast, is a battle-proven workhorse with a payload capacity of around 20 tonnes. This aircraft has a storied history as a tactical transporter and excels in austere environments and short-field operations, this capability has been demonstrated across all types of terrains across the world. This aircraft is already being in IAF service. However, its payload limitations mean it cannot carry heavier assets such as the Zorawar light tank, which is a critical requirement. Many components of this aircraft, such as the empennage, are being built in India by Tata Advanced Systems Limited.The Embraer C-390 Millennium sits between these two offerings. The aircraft can carry a payload of up to 26 tonnes and sits near the middle of IAF’s 18-30 tonne payload requirement. Its jet-powered design allows higher cruise speeds and reduced mission times, while modern avionics and multi-role capability, including aerial refuelling, the IAF is also currently short of mid-air refuellers. Many air forces, particularly European ones, such as those of Austria, Greece, Netherlands, Portugal and Sweden are replacing or will replace their C-130s with the C-390. Embraer has signed a Memorandum of Understanding with the Mahindra group to make the aircraft domestically if the aircraft is selected by the IAF.Industrial partnerships will weigh heavily in the final decision, with Airbus and Lockheed Martin already tied to Tata, while Embraer’s collaboration with Mahindra Defence could broaden India’s defence-industrial base. The selected vendor will also be mandated to establish a comprehensive maintenance, repair and overhaul hub in India, including engine-overhaul facilities, to sustain the fleet through its service life.
