PJM Interconnection, the largest electrical grid operator in the US, has proposed a framework that would require data centers to switch to backup generators when regional power reserves hit dangerously low levels. According to a report in Reuters, the proposal aligns with President Donald Trump’s “Ratepayer Protection Pledge,” a non-binding initiative aimed at shielding residential consumers from escalating costs tied to surging data center power demands, according to PJM.Under the proposed emergency procedure, utilities would be instructed to curtail or transfer electricity demand from data centers and other heavy energy consumers before imposing blackouts on residential households. This means that PJM Interconnection is proposing a shutdown of data centers in emergencies. In the event that the power grid is in danger of shutting down, they want data centers to be shut down first.However, PJM noted that it currently lacks direct authority to mandate such curtailments and must rely on cooperation from individual state regulators.

Why grid operators are worried with rapid expansion of datacenters

PJM manages electricity distribution for 67 million people across a 13-state region stretching from Washington, D.C. to Chicago. The move underscores intensifying friction between the rapid expansion of energy-hungry data infrastructure and the capacity of the aging U.S. power grid.The grid operator’s recent capacity auction saw prices hit a regulatory cap of $325 per megawatt-day. Despite those price signals designed to spur new power generation, PJM still faced a roughly 6.8-gigawatt shortfall against its projected reliability requirements, heightening the risk of system-wide blackouts.To better manage system loads, PJM is also seeking to establish a registry to monitor the locations and power consumption of data centers and other massive electricity users. The rapid proliferation of data facilities has evolved into a contentious political issue across PJM’s footprint, notably in Northern Virginia, which hosts the world’s largest concentration of data hubs. Local communities increasingly voice concerns over noise, neighborhood disruption, and the risk of absorbing the utility bills required to power the tech sector’s expansion.
