In a major bureaucratic reshuffle, the Haryana government Sunday appointed 2018-batch IAS officer Ayush Sinha as the new Deputy Commissioner of Faridabad, while senior IAS officer Phool Chand Meena (2004 batch) has been given additional charge as the Chief Executive Officer of the Gurugram Metropolitan Development Authority (GMDA).

Ayush Sinha, who was serving as Commissioner of the Manesar Municipal Corporation, replaces Vikram Singh Yadav (2014 batch), who is now the Managing Director of southern Haryana discom Dakshin Haryana Bijli Vitran Nigam Limited (DHBVN).

Incumbent MD Ashok Garg had retired on November 28.

Phool Chand Meena, currently Commissioner and Secretary to Government, Human Resources and General Administration departments, will now head the GMDA in addition to his present duties.

Meena was the GMDA CEO earlier too, between April 2023 and January 2024.

The position had been vacant since October 28, after earlier designates J Ganesan and Gurgaon Municipal Commissioner Pradeep Dahiya did not assume charge due to procedural issues, sources said.

The order giving Dahiya, a 2013-batch IAS officer, dual roles in the city had been issued by Additional Chief Secretary and Urban Local Bodies Director Chanchal Yadav, instead of at the Chief Secretary level per rules and norms, sources added.

2020-batch IAS officer Pradeep Singh has been posted as the Manesar civic body Commissioner.

Pradeep Singh was earlier serving as Additional Deputy Commissioner-cum-District Citizen Resources Information Officer, Nuh, besides holding additional charge of CEO, Zila Parishad, Nuh and CEO, District Rural Development Agency (DRDA), Nuh.

The present orders, issued by Chief Secretary Anurag Rastogi on November 30, take immediate effect.

Established to oversee the planned development of Gurgaon, the GMDA plays a crucial role in urban planning, infrastructure development, and the management of civic amenities along the city’s main and arterial roads.

Its focus includes improving water supply, strengthening the master road network, and enhancing public transport to support the millennium city’s rapid urban growth.

Key civic challenges in Gurgaon, including monsoon waterlogging and road repairs, require close coordination between the GMDA and the city’s municipal corporation.
